A volunteer team led by a programmer known as KholdFuzion finished reconstructing every line of GoldenEye 007's source code after nine years. In August 2026, a volunteer programmer known as KholdFuzion pushed the final commit on a project that had consumed nine years. The commit message read "For England, James?" a line from the game itself. Every line of GoldenEye 007's machine code, the 1997 Nintendo 64 first-person shooter, had been reconstructed into human-readable C, covering all 208 source files across the US, Japanese, and PAL versions of the cartridge. When the reconstructed code is compiled using the same compiler the original developers used, it produces a ROM identical to the 1997 original, byte for byte, according to Tom's Hardware.

The same year, Nintendo filed DMCA notices that removed 401 emulator repositories from GitHub in a single action, according to VGC. It was the company's second major purge. In May 2024, a single DMCA notice had wiped 8,535 Yuzu clones and forks from the platform, according to GamingOnLinux. Across two years, Nintendo has removed nearly 9,000 emulation-related repositories. The GoldenEye decompilation and Nintendo's takedown campaign exist in parallel, posing the same question from opposite sides: who decides what happens to a video game after the company that made it moves on?

What does it mean to decompile a 29-year-old video game?

A matching decompilation reconstructs the entire binary of a game into source code that, when compiled, produces output identical to the original. HotHardware described the distinction from emulation: decompilation "hands you the original manuscript instead of a photocopy." The game's programming is converted to run without the overhead of simulating the original hardware on top of it, according to HotHardware.

The GoldenEye project was led by KholdFuzion, with contributions from dozens of programmers including Trevor, Bethany, AxDoomer, and Ryan Dwyer, according to XDA Developers. A native PC port built on the completed decompilation is currently being tested, with release expected in the near future. KholdFuzion is also developing a project called GoldenRecomp, using the N64Recomp static recompilation toolchain, according to Tom's Hardware.

The legal distinction is significant. Decompilation projects produce original code reconstructed through analysis and do not distribute copyrighted assets; users must supply their own ROMs. Two Ninth Circuit decisions, Sega v. Accolade in 1992 and Sony v. Connectix in 2000, established that intermediate copying during reverse engineering for interoperability purposes is protected under fair use, according to the U.S. Copyright Office. Nintendo's DMCA campaign targets emulators rather than decompilation projects, but the decompilation community operates under constant awareness that legal frameworks can shift.

What else have volunteers rebuilt from scratch?

GoldenEye is the latest in a series of major N64 decompilations. Super Mario 64 was fully decompiled around 2020 after approximately two years of work, and a PC port was created from the reconstructed code in May of that year, according to XDA Developers. The Legend of Zelda: Ocarina of Time was completed in November 2021 after 21 months by the Zelda Reverse Engineering Team, leading directly to Ship of Harkinian, a native PC port that runs on Windows, Linux, macOS, Wii U, and the Nintendo Switch itself, according to Zelda Universe. Majora's Mask followed, producing 2Ship2Harkinian by the same team, according to PCGamingWiki. Perfect Dark's NTSC version reached 100% completion with 512,633 words decompiled, and a native PC port with multiplayer support is in a functional state, according to Generation Amiga.

Additional projects remain in progress. Banjo-Kazooie is 80% decompiled, Paper Mario is at 72%, and Mario Kart 64 is at 40%, according to ReadOnlyMemo. A tool called N64Recomp, created by developer Wiseguy and released in May 2024, can statically recompile N64 binaries into C code without requiring a full decompilation, enabling ports of additional titles including Star Fox 64, Bomberman 64, and Harvest Moon 64, according to ReadOnlyMemo.

How many repositories has Nintendo removed?

The campaign began with the Yuzu emulator. On February 26, 2024, Nintendo sued Tropic Haze LLC, the company behind Yuzu, in Rhode Island federal court, alleging the Switch emulator "facilitated piracy at a colossal scale," according to Hackaday. Six days later, Tropic Haze settled for $2.4 million, agreed to destroy all copies of Yuzu, and surrendered the domain name, according to Game Developer. The settlement also ended Citra, a Nintendo 3DS emulator built by the same team, which GameSpot described as "collateral damage."

Two months after the settlement, a single DMCA notice wiped 8,535 Yuzu forks from GitHub, according to GamingOnLinux. In October 2024, Nintendo contacted the lead developer of Ryujinx, a separate Switch emulator, and "offered an agreement to stop working on the project," according to Shacknews. The developer accepted. No financial settlement was publicly disclosed.

In February 2026, Nintendo filed seven DMCA notices targeting 13 distinct Switch emulators, including Citron, Eden, Suyu, and Ryubing, according to Nintendo Life. Later that year, 401 additional repositories were removed, with Suyu's 311-repository fork network accounting for most of the total, according to VGC. One emulator, Eden, filed a formal DMCA counter-notice and moved to self-hosted infrastructure, arguing its code does not contain Nintendo's proprietary encryption keys, according to Kotaku. It remains the sole major Switch emulator still actively defying Nintendo's takedowns.

Why are 87% of classic games commercially unavailable?

A study by the Video Game History Foundation and the Software Preservation Network found that 87% of classic video games released in the United States before 2010 are no longer available through legal, easily accessible means, according to the Video Game History Foundation. The preservation rate is worse than that of American silent films. Less than 3% of all games released before 1985 are still in print. The Commodore 64 library has a 4.5% availability rate. The closing of the Nintendo 3DS eShop alone wiped out more than half of commercially available Game Boy games, according to Axios.

The Video Game History Foundation petitioned the U.S. Copyright Office in 2024 for a DMCA exemption that would allow libraries and archives to remotely share digital access to out-of-print video games. The Copyright Office denied the request in October 2024, siding with the Entertainment Software Association's argument that remote access could create a "free-to-access online arcade," according to the Video Game History Foundation. The ESA, whose members include Nintendo, declared during the hearings that it would "never support remote game access for research purposes under any conditions," according to Game Developer.

California's Protect Our Games Act attempted to address the problem legislatively. The bill, introduced by Assemblymember Chris Ward, would have required publishers to notify consumers at least 60 days before shutting down services necessary for a game's ordinary use and provide either a refund, an offline patch, or a playable version, according to TechPowerUp. It passed the State Assembly with a 43 to 16 vote but failed in the Senate committee on June 29 by a single vote, according to Engadget. The ESA opposed the bill, arguing that games are "licensed, not owned" and that preservation mandates could divert resources from new games, according to the ESA.

How do other console makers handle the same question?

Sega has stated it has "no issue with Sonic fan games so long as no profit is involved," according to Nintendo Wire. The company hired Christian Whitehead, a prominent fan game developer, to lead development of Sonic Mania, which became a critically acclaimed official release, according to NME. Microsoft assembled a dedicated game preservation team in 2024 and began officially releasing original Xbox and Xbox 360 games on PC using a native emulator packaged with the games, according to Tom's Hardware. Microsoft has not taken legal action against third-party Xbox emulators. Sony has invested in official emulation for PS1, PS2, and PSP games and has not pursued legal action against prominent third-party PlayStation emulators, according to the Emulation General Wiki.

Nintendo is the only major console manufacturer that has obtained multimillion-dollar settlements against emulator developers, coordinated with law enforcement for ROM site seizures, and filed mass DMCA takedowns against hundreds of repositories simultaneously. In July 2025, the FBI seized nsw2u.com and six related domains, a piracy network that had facilitated an estimated $170 million in losses and 3.2 million downloads in three months, according to Kotaku. In September 2025, Nintendo secured a $2 million settlement against a seller of MiG Switch flashcarts, according to Engadget.

The Stop Killing Games campaign, founded in April 2024 by YouTuber Ross Scott after Ubisoft shut down The Crew and revoked player licenses without refunds, gathered over 1.29 million verified signatures in the EU, forcing the European Commission to formally review the proposal, according to Techdirt. The campaign is formalizing into advocacy organizations on both sides of the Atlantic. Meanwhile, on GitLab, the GoldenEye source code sits in a public repository. The final commit message still reads "For England, James?" and the game, reconstructed instruction by instruction over nine years by volunteers who were never paid, can now be compiled for any hardware that will ever exist.
